OK, here's my comment.  I hope we don't attack this gentleman as he does seem more supportive than some who have written on the subject and he did seem genuinely confused as to what his response should be.  He seemes to be focusing on that more than the mother's action.

How about saying to the mom something as simple as, "Cute baby"  or even, heaven forbid, "Good for you!".  The latter response would go a long way to normalize society's attitude to such a normal, loving act.  While only you, and perhaps a few others who passed by recognized what was happening, just think how much attention she would have attracted if she had been trying to settle a screaming baby who was only asking to eat (amid the smells of food, by the way).  I'm sure lots of folks at the restaurant would have been muttering about how rude she was to have "let that kid scream" while they were trying to have a quiet meal.

Rather than "It's OK to look", how about "It's OK to notice".
