Sometimes you see this zero-to-sixty (miles per hour) emotional behavior
in babies who are poorly integrated and organized. Sometimes sensory
integration type interventions can be helpful - firm cuddling, with
pressure inward at the shoulder, rhythmic vestibular stimulation
(swinging, rocking, jiggling ala harvey karp), and rhythmic white noise
can help. I've written two articles that are freely accessible:
http://www.laleche.org/llleaderweb/LV/LVJunJul01p51.html
http://www.medela.com/graphics/messpdf/Mes19.1_02.pdf

I would not recommend a specific intervention until I looked at the baby
and observed which sensory modalities seem to be problematic for him,
and which ones he seems to like (if any). If something you try makes
things worse, remember that and use a different sensory system to try to
calm him.
And many of these "ballistic" babies seem to be very, very smart. They
are saying "I've already decided that this breast thing DOES NOT WORK
and you're making me go there again!" Our job is to figure out a unique
way to help the breast "work" or make sense for them, and then encourage
them to try it.
Good luck!
