I need some information on HIV testing in New York State, USA.

A pregnant woman was told that, although there was no law to make her have an HIV test, if she did not have one before the baby was born after the birth the baby would immediately be given a *rapid response* test and put on HIV meds *just in case.*

There is absolutely no way this woman could have HIV, and she is concerned both about her baby receiving unneeded and dangerous drugs as well as being forbidden to breastfeed.
