Could be an abscess. They are exquisitely painful.
She needs to see a good physician. Sometimes needle aspiration will 
clear an abscess, sometimes incision and drainage, and some will clear 
with really good antibiotics. If untreated, it can possibly continue 
enlarging and destroy breast tissue in that breast.
