Taking another look at the IBLCE website I found two other unannounced changed regarding the pathways:
 
This bit is for all the pathways, A, B, C, D, E:   "You must also read the information about BC hours on (not available yet). See also the Candidate Information Guide about how to calculate your BC hours."
 
Not available yet?? If they are changing how BC hours are calculated or how long they are valid, it seems that this information should be coming out soon, no? 

 
"Pathway G. You may reduce by 500 hours the number of BC hours required for your standard pathway if you have completed 150 hours of comprehensive education reflecting all areas of the exam blueprint within the three-year period immediately prior to taking the exam. All 150 hours must be completed before you send your exam application to IBLCE.  Programs accredited with the International Lactation Education Accreditation Council (ILEAC) are strongly encouraged (for more information, go to www.ilca.org). Note: 150 hours of education is 105 more than the 45 hours otherwise required. For the 2006 exam only, applicants who have already acquired 150 L CERPs for this pathway will not be required to show they have covered all areas of the exam blueprint."
 
The former requirement for Pathway G made no stipulation that hours had to reflect all areas of the exam blueprint.  I'm not saying this is a bad idea, but when did this requirement take effect?  It appears to be effective for the 2007 exam, but the website hasn't been updated, so who knows?
 
At the September 2006 Board Meeting, a number of board members retired and their positions were also filled with new people.  These changes have not been announced.  
 
On the Australian site, the have finally managed to get the SOP off the home page, but these 3 issues weren't announced either, but these were added: 
 
"The Role of a Certification Organisation vs a Professional Association
The IBLCE is a certification organisation and therefore has a different role, purpose, functions, structure and Board composition compared to a professional association. IBLCE is a member of the US National Organization for Competency Assurance (NOCA) and is accredited by their National Commission for Certifying Agencies (NCCA). These accreditation Standards determine many of the ways that IBLCE operates.

A certification board’s primary responsibility is to set standards which protect the public. A professional association’s primary responsibility is to its members and to the profession. A certification board may at times make decisions which it deems to be in the best interests of protecting the public, even though the decision may not be popular with its certificants (the profession). 

The NCCA has requirements designed to protect certification organisations from influence by an outside body, such as a membership or trade association. For this reason, it is not appropriate for a certification board to be elected by the profession. The NCCA requirements allow for inclusion of individuals from the profession, but require that the board’s composition predominantly represents the needs of the users of the certification program such as consumers, public, employers and regulators. This is why IBLCE’s Board is composed of more than 50% delegated positions from a variety of organisations and there is only one delegate specifically from a professional association (ILCA); the remaining positions represent geographic areas, professional diversity and the mandated Public Member (who may not have ties with the profession). It would be inappropriate for the IBLCE Board to be composed predominantly of IBCLCs.    [You don't have to be a rocket scientist to get the message here!]

Under NCCA Standards, the certifying organisation is required to have administrative independence. Essential to this is that “all policy decisions related to certification matters should be the sole decision of the certifying organisation and not subject to approval by any other organisation”. 

The certifying organisation also has a responsibility to publish “a detailed listing and/or outline of the performance domains, tasks, and associated knowledge and/or skills” (the Exam Blueprint, based on periodic Role Delineation Surveys). The certifying organisation uses this empirical information to determine the standards and scope of practice covered by its certification exam, which then determines the scope within which its certificants are certified to practice. Only the certifying organisation can take disciplinary action, including revocation of certification, against certificants who act outside that scope of practice.

An understanding of the role of a certification organisation and how this differs from the role of a professional association is essential to understanding the differences in the way these two types or organizations operate, and why particular functions are appropriate to in one type of organization or the other."

Delegate to IBLCE Board
Wendy Brodribb of Toowoomba QLD, has just retired as the Australian Breastfeeding Association’s Delegate to the IBLCE Board, after serving two 3-year terms including being Board Chair for 3 years. Wendy was an immensely capable and hard-working Board Member and Chair; she made many important contributions to policy development and to the functioning of IBLCE. She will be sadly missed and we wish her well in her next endeavours. 

Ellen McIntyre of Mt Barker SA has been confirmed as the new ABA Delegate to the Board.
