It may be useful to remind everyone that the Centers for Disease
Control says that "universal precautions" are NOT needed when
handling human milk:

This is a reprint of the CDC's info for safe handling of food,
including breastmilk, in daycares:

The USDA has a program for daycares called Breastfed Babies Welcome
Here.  The actual program is not available online, but the contact

HHS's 2000 Blueprint for Action on Breastfeeding can be downloaded:
http://www.cdc.gov/breastfeeding/report-blueprint.htm  It has lots of
affirmative things about supporting breastfeeding in the workplace,
etc.
