Can you clarify please, as I do not know who you are referring to?  Are you
saying that there are some parents who have shortcomings that are serious
enough that make it preferable that their babies receive formula?  There are
those  for whom breastfeeding should not ever be a choice?  Who do you mean?

I am honestly not sure I know what you mean here. Thank you for clarifying.
