For infants, use only pre-prepared canned baby formula. Do not use
powdered formulas unless bottled water is available. Using treated water
to mix formula can harm infants."

I can't help but think that if this had said "For feeding formula to
infants..." and then proceded the same, it would be more precise.  The
article isn't about formula versus breast, it's about ensuring
contaminated water doesn't get to infants.  And it should add that even
bottled water should be boiled.  Of course, ideally it should say that
breastfeeding mothers need take no special precautions with the infants,
but should take normal care to ensure they don't get sick themselves.
