It's a snip, just like the other frenulum snip and does not bleed a lot.  My 
bottlefed :-(  grandson finally had his clipped when his 2nd teeth came  in 
extremely widely spaced at age 10.  Then it was a big production and painful 
:-(  Snip as infant is a walk in the park.  Pat in SNJ
