It would be nice if a complete workup on this little girl could be done
to be sure she doesn't have a hypothalmic hamartoma or other brain tumor
that might trigger the release of LHRH or an adrenal disorder so that
they can treat the hormonal imbalance. Maybe a second opinion with
another pediatrician or endocrinologist would be helpful. The MAGIC
Foundation for Children's Growth has a nice explanation in general, but

 The Human Growth Foundation has a support list where the parents might
be able to find others who have had similar experiences -

Foundation doesn't deal with precocious puberty directly, but with the
growth disorder related to an underlying condition, including IUGR,
achondroplasia, nutritional and systemic diseases, etc.
