The rules for daycare food program reimbursement are in conflict with what is best for employed breastfeeding moms and their babies.  Children over 1 year must be offerred cow's milk (or alternative milk if not able to drink cow's milk) in order to be counted for the USDA food program which is used by licensed day care centers.

I am helping a mom whose 16month old who is eating well and continues to breastfeed 4-6 times when they are together.  She has also been receiving cups of expressed breastmilk while at day care because mom had a really large freezer stash.  Mom has now (finally) pump weaned but is concerned now that her stash has run out, she will be forced to either take up pumping again or allow her baby to receive some other form of milk while at day care.

A 16 month old who is taking plenty of solids only needs about 16-20 ounces of milk a day and she is getting this from direct breastfeeding when mom and baby are together.  Does anyone have any ideas how to get around this issue without offering other forms of milk at day care?
