The fact that the baby is compromised does not decrease the need for
breastmilk.  It increases it.

By the way, sometimes, when babies have meconium aspiration and are
difficult to ventilate, we paralyze them, for crying out loud.  A little
sedation won't hurt a ventilated baby.
