Don't just hope - make a plan with like-minded persons, and do
something.  Thinking of achieving the whole 10 Steps may seen daunting,
but if your local hospitals take one or two steps at a time, and build
from there, each step implemented tends to clear the way to another.
Over time the result can be achieved. Make a time line, of what is
achievable in the short-term, the medium-term and over a year or two.
   So - step my step.  What was it who said, "every journey starts with
one step"?
