The NICU is an ideal place to do a before and after weight check to see how well the twins are transferring milk, since they have very accurate scales there. I would recommend doing each baby separately as it can get confusing with the weights if you are trying to feed them at the same time. As long as the mother does not change anything on the babies, clothing, diaper, nothing, and she weighs the babies before and after they eat, she should get a good sense of what they can do at the breast. Preemies tend to be sleepy and can quit early at the breast or be difficult to arouse, so she may need to give some additional bottle feeds for a little while until they get the stamina to breastfeed. But rather than just guess at how well they are doing, she should get the data.
