I've seen moms with inferior pedicle technique reductions make only 
drops of milk, others made a partial supply, rarely a full supply. One 
mom with free nipple grafts actually made all but 4 oz per day at baby's 
peak intake, but she had to work very hard for it.

Since Donna Ramsay (Geddes) ultrasound research of the structure of the 
breast has shown that women have far fewer ducts than previously 
thought, this makes breast reduction a real gamble in terms of future 
function of the breast.

Other issues for lactation after breast reduction include pain when 
pumping, accentuated pain from engorgement (scar tissue is inelastic), 
reduced nipple/areolar sensation (even if the main nerve is preserved, 
branches are severed), nipple retraction.

If our culture didn't insist on bras, large breasts would be far more 
comfortable for their owners. It's mostly bras that make being well 
endowed miserable, IMHO.
