Sorry - I really think the challenge is to US to figure out how to
communicate to the moms.

I dealt with various retarded moms and couples when I was in St. Louis.
 They did much better breastfeeding - teaching them baby's cues was a lot
easier than teaching them how to buy, mix, clean and not over- or under-
feed their babies.

At first, we had the mom put all diapers into a plastic bag - and we
actually went through them every 2 days or so, to make sure there were wet
and soiled diapers, as well as checking weights weekly.  We had public
health nurses visit daily at first, then slowly tapering off.

It sounds like the staff want a baby to take care of rather than helping
the mom do what she can to meet her baby's needs.
