Deanne's advice looks useful.  I assume from earlier discussion that the baby is in Special Care and non-latching, with no current possibility of putting mother and baby skin-to-skin to raise oxytocin levels.  Why not use other skin-to-skin contact to enhance oxytocin levels naturally, e.g. mother and father, or a massage?  Can the father or a family member or friend do regular bare-skin massages of the mother, such as shoulders and  back?  Sandra Lang's book on Special Care Babies has illustrations of back massage for the mother.  (I have the older edition.)
Just an idea.
