Sweet-ease and Toot-sweet are sucrose based, not glucose.  Sucrose is an approved medical intervention for minor pain.  The mechanism of action is through stimulation of suspected specific receptors on the tongue with subsequent endogenous release of endorphins.  In contrast, glucose is a nutritional/feeding supplement. Sugar water is glucose based. For the purpose of exclusive breastmilk feeding, the Perinatal Core Measure would still be satisfied if an infant received either of these preparations. Sweet-ease and Toot-Sweet are classified as medicinal. If a baby received glucose water, then the infant would not be exclusively breastmilk fed.

 In my facility staff has been known to use 'Toot Sweet', similar to Sweetease.
I've never engaged in this practice and I believe I posted an inquiry here years 
go seeking research related to the use of sugar water for feeding enticement 
urposes and did not get any replies. I cannot locate any research regarding its 
se in this capacity. Anyone?
Something that has occurred to me is for the facilities who are using Exclusive 
reastfeeding as one of their Perinatal Care Core Measurement Initiatives as set 
orth by The Joint, how will you be classifying the infant who has received 
ugar water during their stay?
I would not consider the use of sugar water for these purposes medicinal. That 
nfant would not meet The Joint's criteria for Exclusive Breastfeeding from what 
 can tell. 
I'm open to further elaborations or info about how to interpret the criteria.
