In New York State it is legal for women to go topless anywhere, if they are
not dancing.  This is a fairly recent law passed after the "top-free seven"
staged a topless event in Rochester, New York to get arrested and challenge
the laws existing at the time.  It is still not common to see topless women.

The dancing addition to the law is to address concerns about so-called adult
entertainment establishments.
