Dear Ellen (I think),

To help a mom who does not intend to nurse:

1.  Pump or hand-express as needed for comfort - this will help avoid
engorgement, plugged ducts, mastitis,  etc.
2.  Ice-packs after pumping to relieve any swelling.
3.  Cabbage leaves on breasts, continuously if possible, may also help to
reduce swelling and milk production.
4.  Sage, parsley, or mint tea will help to reduce supply, sage being the
most potent, I think.  The tea can be made by infusing 1 TBSP of dried
herb in 1 cup of hot water - steep for 10-15 minutes.  Drink 1 cup, 3 - 6
times per day.  You could use a tincture instead:  30-60 drops of
tincture, 3-6 times a day.
5.  NSAIDs for comfort and to reduce inflammation.

Binding of the breasts is not advised as it will only traumatize already
swollen breast tissue.  Something to keep in mind, just in case, is that
this mom could then relactate if she were to change her mind and decide
to keep the baby.
