I see this sometimes with medicated births, inductions, etc. I think it will
wear off with time. In the meantime, yes, baby needs to get something to eat
and mother needs to be expressing. Both need early followup, in like 24 hrs
to see if breastfeeding has got established at home.

I am not liking the fact that baby will get a circumcision before
breastfeeding is established, as this can disorganize him further. Can that
be delayed?

What I would suggest is the tried and true skin to skin holding by the
mother, with breaks to express her colostrum by hand or by pump and I would
syringe feed to baby or finger feed. I would try to put baby in a
breastfeeding position like the football hold, or skin to skin upright on
mom and give the syringed colostrum or finger feeding. See if baby will
become interested in food and begin to gape. Then see if he will latch.
Frequent expressing with alternate feeding, and patience will be required.
Frequent means every 1-2 hours during the day and every 2-3 at night so mom
can rest more. Give about 10- 12 feeds in a 24 hr day --it sort of depends
on what mom makes, what baby takes, gestational age, and size of baby. I try
to prevent a big weight loss and jaundice from not eating.
