Just an observation - no citations here.
The reason given for drying off immediately with a towel is so baby doesn't
get chilled.
This is the same reason I would give for not bathing baby in the open air
nursery. 
But then, our people do it under the overhead warmer, but baby still
screams during the experience. 
Haven't seen one enjoy it, except for the warm water hair rinse under the
faucet.
Same reasons here: mom wants a clean baby and the nurses don't want to
glove & gown to handle baby.
(Who was it that referred to the warming crib as a "french fry warmer"?)
