Pediatricians may not do lots of surgery, but we DO do minor surgical procedures.  Most peds can and do suture lacerations, drain an occasional boil, etc.  Circs should be done by the ped as they are the baby's doctor.  Clipping a frenulum is so incredibly easy that any ped should be able to learn the procedure by just seeing one.  Probably no "certification" required, as it is easier than suturing a laceration.

I can't understand the hesitation of peds to do this minor procedure!
