When I flew with a nine-month-old, we had a seat adjacent to a fold-down
bassinet ("sky cot"). The bassinet had a safe, flat surface, and straps
to fasten over the top so that the baby would not become a projectile in
case of turbulence.

Bassinet seats need to be booked in advance, since they're obviously
limited.
