I think the first thing i would do is find out what her goal is? Is her goal to give both babies only breastmilk or partial? After that i would try to find out why she didn't want help in the beginning? Has she had a bad experience with an LC before, does she think she 'knows everything'. Asking what she knows about how milk supply is made. 
 Finding out these questions will help you to direct your teachings. Of course the basic answer here is that she needs to pump more or start to put the babies to the breast more often. SHe spends a great time in the NICU - is all of her pumping sessions done when she is in the NICU? Does she have a pump at home? Does she feel comfortable pumping in the NICU? Does she have something abnormal about her breast that she is embrassed by? Or was this just do to a simple lack of knowledge?

It seems like there are hidden problems that need to be found. Then you can talk with her about how to get more milk.
