My experience with dry ice and traveling was when I worked with the Centers for Diseases Control more than 10 years ago.  I was told that allowing dry ice on the plane is at the discretion of the pilot.  Sometimes you could walk on with it and other times you couldn't, depending on the attitude and temperament of the pilot that day.  So we started shipping it when we could and carrying proper letter of explanation when we had to get on the plane!  The way things are these days, I'd think it might be even harder to get by with it.
