I asked JoAnne Scott to clarify this question, and this is what she wrote
back to me. Hope it helps.

      People may use the RLC designation in addition
to the IBCLC, as in "Lila Lactation Consultant, RLC, IBCLC," if they
wish.  Since some members of the public are more familiar with the term
"Registered" than they are with "Certified," this may be a PR or
marketing tool for the individual.  Or they can choose not to use it,
although IBLCE would appreciate it if they would use both titles.  What
they should NOT do is to use only the RLC and not the IBCLC.

WHAT IS RLC? (Registered Lactation Consultant)

Karen Zeretzky, IBCLC succeeded in getting a bill passed in the
Louisiana legislature that enacts a Registry of IBCLCs.  She intends
this legislation to be a step towards mandated coverage of lactation
services by insurance companies. "Registration" is a term which predates
"certification" by many decades, and is more easily recognized by people
unfamiliar with credentialing.

When a state legislator's daughter needed help with breastfeeding,
Sandra Adams, the Executive Director for the Louisiana Maternal and
Child Health Coalition, contacted Karen. Sandra worked with the
Louisiana House of Representatives' legislative staff to create a
Registry, to be maintained at the Office of Public Health. The criterion
for Registered Lactation Consultants in Louisiana is that they be
International Board Certified Lactation Consultants.

The bill passed the House of Representatives with only one dissenting
vote and then passed the Senate with no opposition. Governor Mike Foster
signed the bill June 30, 1999.

Karen reports that when Representative lles' office contacted the IBLCE
for a listing of IBCLCs in the State of Louisiana, "the response was so
fast that any doubts about working with an agency outside the state to
keep the Office of Public Health's Registry up-to-date were eliminated."

Because of Karen's success, the IBLCE's Board of Directors passed a
motion in August 1999 that the list of IBCLCs in each country be
designated a Registry, and that all IBCLCs may state that they are
registered with the IBLCE.
