Here is an interesting WHO publication :

"Guiding principles for feeding infants and young children during
emergencies", Programme of Nutrition, Family and Reproductive Health,
NUT/97.3.

Some extracts :
"Emergency conditions tend to aggrave health risks associated with
artificial feeding...Under no circumstances should feeding bottles or
artificial teats be distributed, and their use should be actively
disouraged..." And, of course, breastfeeding substitutes have to bear a
generic label conforms with the International Code.
