I have worked with various Mennonite/Amish cultures over the course of my NICU career.  I grew up in the heart of the Amish country; Lancaster, PA, as well.  I can probably answer any question regarding their culture for anyone who needs more information.  I have worked with the foot pedals for the lactina breast pump.  Ironically, most Amish women, do buy electric breast pumps.  They often go to the barn to use their pump or their neighbor's house for electricity.  Most households do have generators for electricity and they have windmills for their water pumps.  Generally speaking, the Amish do seek quality medical care, when necessary.  Our NICU would often get admissions from disaster deliveries from lay midwives assisting a home birth.  So, if electricity is needed for in home medical care, they can get permission from their church Bishop to do so.
