Our local BF coalition is working on getting a grant for breastfeeding promotion and support especially in areas of the community with the lowest rates.  One of the goals will be:
 
"The long term outcome will be a change in cultural norms regarding breastfeeding in populations that have the lowest rates of breastfeeding and the highest number of at risk-infants; and to ultimately increase the health and wellbeing of these infants."

We know what we're talking about-getting people to think in terms such as "non-breastfed bavbies have more illness, lower IQS etc." instead of "breastfed babies have less illness and higher IQs"  and to see breastfeding as the normative feeding method instead of the "extra credit" view that is so prevalernt.

The question is, how can such goals and outcomes be measured?  Anyone have any ideas of measurable goals along this line? Has anyone done quantitative studies of such attitudes?
