The '=20' signs are actually part of quoted-printable encoding and represent
a carriage return (which is why they often appear at the end of a line).

The reason they appear is either broken encoding or else the email client
being used to receive the message is unable to render it properly.  The best
way to prevent it from happening is to educate your users to send only in
US-ASCII and try to avoid using rich text (fancy colours and formatting) or
special symbols.

This usually means they'll have to check the configuration settings of their
email client to ensure plain-text is used.  This web site might give you

expended discussion of how the Q-P encoding can appear in an email message
(look for 'Equal signs at end of lines' in the Microsoft section).
