This must vary from state to state,country to country.  When our first son
was born our OB told us that he could do the circ. if we wanted it, he said
he didn't trust a lot of the young peds to do it.  That was a tongue in
cheek response on his part, he was about 65 years old and was used to doing
them.  We ended up not doing it at all, but it struck me funny to think that
he didn't have the confidence in the peds to do them.  His reasoning was
that in our state it was fairly new for the peds to do them, the OBs always
have.  Nothing like a messed up circ!
