Depends upon what the state family/adoptive law allows -- the lawyers who 
are already involved would know.  Each state follows its own law in adoption 
matters ... and local attitudes will influence the case law in these kinds 
of matters.

I suspect that people might act "ooky" about the adoptive mom doing BF 
*before* the adoption is final (probably several days after the birth).  
And, I suspect the hospital will get all nervous about its liability issues.

So -- I'd advise adoptive mom and birth mom to make this a clear part of the 
birth plan before the actual delivery, and work NOW to get everyone over 
their first ooky reaction.  ("Adoptive mother will be breastfeeding in the 
hospital, after the birth.  Is there anyone on staff who might not 
understand that adoptive mom has a right [if, in fact, she does] 
/desire/permission to do this?")
