First, I would note that the case is very similar in Canada.  And
further emphasize that acts covering licensing and scope of practice are
significant pieces of legislation.

Second, the issue is not just specifying scope of practice.  The
legislative acts also consitute governing bodies for each profession,
whose stated purpose is THE PROTECTION OF THE PUBLIC.  This purpose of
professional accountability cannot be emphasized enough.  The governing
bodies essentially guarantee that any member that endorse for licensing
has met the education and examination requirements for that profession.
AND it is illegal to hold oneself as a licensed professional if one is
not, with legal consequences.
