I have a 3 page copy from the Canadian Journal of Public Health Vol. 77,
Nov/Dec 1986 titled "The Ottawa Charter for Health Promotion". I'm not sure
that this is the whole article. The article is about the first International
Conference on Health Promotion that met in Ottawa Canada Nov 21 1986. The
conference was sponsored by WHO, Health and Welfare Canada and the Canadian
Public Health Assoc. The article states that improvement in health requires
a secure foundation in basic prerequisites- peace, shelter, education, food,
income, a stable eco-system, sustainable resources, social justice and
equity. Health promotion action also advocates for health, enables all
people to achieve their fullest health potential, and health personnel have
a major responsibility to mediate between differing intersts in society for
the pursuit of health.

In addition, health promotion action means: building healty public policy,
creating supportive environments, strengthening community action, developing
personal skills and reorienting health services.

This is a brief overview of what I have.
