I doubt that you will find any evidence that the provision of free formula
improves outcomes of infants anywhere.  The point I was trying to make in
telling stories of Burmese women feeding inappropriate fluids from bottles
is that where ever there are bottles; where ever mothers aspire to bottle
feed; we will observe inappropriate infant feeding.  The solution is not
free formula but support that facilitates exclusive breastfeeding and
appropriate complementary feeding from around 6 months.
I think that history bears witness to the idea that mothering is hard work
(perhaps especially so in industrialised societies ... perhaps especially so
in feudal agrarian societies??) and that where ever commercial interests
promise to make it easier, the results are usually increases in morbidity
and mortality.
