This does sound like a bleb.  Once they have opened they have that ring
wround them, and can take a very long time to heal.  Oftne the pore openeing
remains dilated, or visible, but the red ring often changes to a pale white.

I doubt a dermatologist would know what to do with it.  Is the latch less
than wonderful on that side?  Does the baby pull and yank a lot trying to
increase the flow, causing reinjury?  If so, she needs to keep him from
doing that so it can heal.

Has she applied an antibiotic OINTMENT to the spot after every feeding for a
couple of weeks?  If not, try good old polysporin.

Weaning on that side is also an option.
