But mother is supposed to have NO out of pocket costs for consult or for the pump under the new national health care law.
Who files for reimb of the pump if the LC is not a licensed DME and the mother has paid out nothing?
The LC still has her own costs to pay to the pump company. That part is NOT free.
And is there any kind of limit to how long she can "rent" her free pump?
Just trying to find out how this works - not arguing with you or anyone else.

Medicaid (as well as some insurance companies) has covered breastpumps under certain circumstances for a long time. It is my understanding that a breast pump rental depot cannot FILE for reimbursement under Medicaid (or insurance) unless they are a licensed DME. I don't think that means that they cannot be rented. Anyone else know anything different?
