actually, if you look, the centiles in the early months curve ABOVE those
of the old charts.  It is later in the first year where they cross below
again and the statement about an increased number of babies being above
the top centile holds.

During the process of bringing the UK-WHO chart into being and use, we
found there was so much underpinning knowledge that also needed to be
presented to professionals -- that is why the UK has an education package
to acompany the charts.

If this is not intended in the USA, I suggest that you start lobbying for
it!  For us, it was really crucial to have someone on the chart working
group who knew about breastfeeding and refelcted parents' views -- we
developed specific information for parents which is now in the child
record that parents have, alongside the chart.
