Anyway I have these empty breasts that need to be filled with something. I
tried sand... it's too heavy. Cotton balls are too light. What other
possible stuffing might do the job. It can't be too bumpy because it would
show through the material!!

Fiberfill or wool, uncooked rice, or alfalfa or bean-sprout peas ( there
are some pretty small round ones available ) or pieces of fabric or
fiberfill on the 'outer inside' and a 'bumpier' stuffing in the center. I
have once put a stone in the center and soft fiberfill around it. It worked!
