Where are you? What state? 
Can your Admin put that in writing?
Your best bet is to join the USLCA Committee on Licensure and Reimbursement.
And go to the USLCA website for their 2 page brochure on why IBCLCs should be licensed.
Maybe your hospital's legal / lobbying gurus can get active and help establish IBCLC licensure in your state. 
In part, they are right. Medicaid will not reimburse non-licensed personnel. So this could be an issue of tying up loose ends.
As far as liability, make sure your Admin knows about the IBCLC Scope of Practice, CPC, Standards of Practice, liability insurance, and all that good stuff.
