As far as follow up phone calls and difficulty getting moms to answer phones or return calls when voicemail messages were left....Text messages will probably work get a better response. You can just say who you are and that you are just checking to see how they are doing. 
I use my personal cell phone sometimes and that works. I'm not doing it for data collection but if they they don't answer their phone.  I realize giving your personal number may not be a good thing for some people. I have not had a problem with it. Some moms reach out to me on my off time but not often.
