Sorry, just had an actual hopefully constructive idea to add:

My son had a tongue tie and nursed inefficiently, and had very poor weight gain as a result, but he did still have normal numbers of wet nappies (I honestly can't remember how many dirty nappies, though, as I hadn't realised I was also meant to count those in the newborn period). My theory, in retrospect, was that he was taking in enough to manage the required throughput but not enough to be able to gain weight on top of that. I'd recommend checking for all the basic stuff like tongue tie, poor latch for other reasons, whether mum is cue feeding throughout day and night.

If baby really has lost that much and it's not some sort of glitch with the weighing machine, I think she would have to supplement (am I right about that? I make it a 15% wt loss, which, IIRC, means baby should be supplemented in some way to avoid further deterioration), but she shouldn't need to stop breastfeeding.
