On getting the baby to the breast within one hour. I would like to suggest
that 'Getting the baby to the mother - close to the mother is way more
important than 'getting the baby to or on the breast'. Baby will
breastfeed when ready and mother will gain confidence   if baby is in her
arms. Not having staff present should not necessarily be a problem,  if
the baby is routinely   allowed to be with the mother - in her arms in the
first instance. Not all babies  need help to breastfeed and not all babies
will  breastfeed within an hour but when  in their mother's arms and close
to the food source they will have a much higher chance of  attaching  and
feeding  effectively.
