An alcoholic who admits to having 3 glasses of wine a day and who is taking meds you aren't supposed to use with alcohol is probably drinking and using a lot more alcohol than she admits to.  The concern here would be her ability to care for the baby as well as the probability that the baby is being exposed to substances.  I am assuming that they are also doing a drug screen on the baby as well as testing for fetal alcohol syndrome?  Alcoholics have a progressive disease that involves compulsive drinking.  If they are not abstinate, they are actively practicing their disease and their lives are very likely to be unmanageable. This generally manifests as neglect (at the least) because they are often too sick to care adequately for an infant. Social services should be involved.
