Saw 2 babies born by c-section today

Baby#1 seen on day#9 after birth in office. Not breastfeeding at all. Never
really latched on per mom. Mom is pumping with a medela hand pump that they
got in the hospital once a day and getting about 2 oz which she is giving
in a bottle. Supplementing with formula that they went home with from the
hospital. I discussed at length the importance of frequent emptying of the
breasts, putting the baby to the breast, skin to skin etc. Both parents
resisted the idea renting hospital grade pump or going to see an LC. mom
wants to bf but doesn't seem to be very motivated

Baby #2 Seen 4 hrs after birth. Looked like the typical, zoned out, not
interested in doing anything, semi-awake baby that promptly went to sleep
as soon as she nuzzled close to mom. Hasn't latched on so far.
I will see her again tommorrow but I'm afaid she's going to get a bottle
tonight.

How do you keep baby 2 from going the same way as baby 1. What kind of
hospital policies do you have to preserve breastfeeding in situations like
these.
I have requested that mom #2 should start pumping by morning if baby is
still not nursing well. I would like to send this mom home with a hospital
grade pump if this baby doesn't start doing better before discharge and
continue with a baby-led attachment while feeding with a slow flow nipple.
She might just wake up tommmorow and start nursing but I want to have a
plan B if she doesn't. Any suggestions would be welcome.
