I agree with your assessment that this baby has not been getting enough 
to eat, but would hesitate to just blame it all on anesthesia.  He 
deserves to be seen, and looked at to see what might be causing his poor 
feeding.  It's good that he's perking up, often having a toddler sibling 
breastfeeding as well can be a great protection for the milk supply when 
a newborn is not a great feeder.
Since this is a co-worker, you can refer her to a colleague for a 
lactation consultation, as it would be awkward to ask her to hire you.  
Or you could make a home visit as a baby gift if the two of you are close.
