I can't help myself.  When thinking of the analogy of the staff as babies and the bottles as 
committee members and I thought "Oh, so the interpretation is that the committee 
members (bottles) add unnecessary stress (making it difficult to breath without choking) to 
the staff who probably could work (feed) quite well without them."
