Are you referring to the WIC program in the USA? If so, I believe the
standard is to provide enough formula to feed a baby up to about 10 lbs in
weight. When baby needs more, mother will have to buy the extra with cash
or Food Stamps, if she qualifies. The WIC program was never designed to
provide all the formula a baby will ever need. I know the WIC program in my
county is organized to prevent a mother from signing up at more than one
office or location to obtain double, or more, of her proper allotment.
