Do I understand correctly that this class was for 3 *hours* and that the
baby in question was 15 months old?  Any special medical conditions?

While it is wonderful that the director is willing to visit the issue and it
sounds like some sort of breastfeeding support policy would be useful
(personally I would love to see babes in arms allowed in attendance, nothing
like modeling!), I wonder if in the long run using a situation such as this
as the "poster child" for change does more harm than good?  

I don't know if the director is a parent yet, but I can imagine them
thinking "My word I don't think I can breastfeed my child if we can not be
separated once for 2 hours at 15 months, I'd better bottle feed so I can
work, have a date, run to the store, have a doctors appointment, etc"

I do wish you luck on the policy change! :)
